REFERENDUM DATE: 20 JULY 2023

All voters in Haversham-cum-Little Linford Parish can participate in the upcoming
referendum where they will be asked the following question and vote on a Yes/No basis:
​
“Do you want Milton Keynes City Council to use the Neighbourhood Plan for Haversham-cum-Little Linford to help it decide planning applications in the neighbourhood area?”
​
The Parish Council urge everyone to study the documents below and make use of their vote at the upcoming referendum. Whatever the outcome, it is vital that it has credibility as a genuine expression of the views of the majority of voters.
​
The Parish Council encourage a YES vote; to protect the current and future status of the Parish as a predominantly rural area of Milton Keynes. Significant time and effort have been invested across several years in gathering evidence, drafting the various Plan iterations and undertaking consultations, all according to the robust, legal process for Plan development.

As part of MKCC's planning framework, the Plan will help guard against both speculative developments in the Parish and provide a level of protection against future large scale development proposals.

NEIGHBOURHOOD PLAN POLICY SUMMARY

GETTING REFERENDUM READY
​
The Haversham-cum-Little Linford Neighbourhood Plan was submitted to Milton Keynes City Council on 24th October, who undertook an eight week publicity period. Independent Examiner Andrew Matheson MSc MPA DipTP MRTPI FCIH was then appointed to review the plan.
​
The Examiner requested a number of changes which HcLL Parish Council and MKCC agreed to. On the basis of these agreed changes, the Examiner recommended that a Referendum should be held so that residents can decide whether or not they want the NP to come into force. MKCC have agreed with this recommendation and their Electoral Services department have set the date of the referendum as Thursday 20 July 2023.

The numerous earlier iterations of the NP and the documents which formed the evidence base on which the final version was developed can be found further down this page in the Final Submission area.

PLEASE VOTE
​
Everyone on the electoral register within the parish can vote on whether or not they wish to see the plan become part of MKCC's planning framework. (Remember that due to a recent change in legislation, photo ID will be required to enable you to cast your vote).
​
If the Neighbourhood Plan is approved at the referendum, the 12 polices within it will influence the future of the Parish in planning terms until 2031. These policies have been developed following a significant amount of work and evidence gathering by Parish Councillors and members of the Steering Group. Haversham-cum-Little Linford Parish Council has submitted its Neighbourhood Plan to Milton Keynes City Council, in accordance with Regulation 15 of the Neighbourhood Plans (General) Regulations 2012.
​
Milton Keynes City Council now must publish the neighbourhood plan for a period of consultation after which the Plan and any comments received will be considered by an independent planning examiner. The Haversham-cum-Little Linford Neighbourhood Plan will therefore be available for comments for six weeks between Friday 18 November and Friday 13 January 2023.

Haversham-cum-Little Linford Parish Council have finalised their Neighbourhood Plan Submission Document and prepared an extensive Evidence Base. All these documents can be accessed by following the links below.

The Parish Council are extremely grateful to the community for their feedback during various consultations, and especially to the members of the Steering Group who have generously volunteered many hours of their time to this process. We would also like to thank our neighbourhood plan consultants o'neill homer and Milton Keynes Council for their advice and support.

The documents will now be submitted to Milton Keynes City Council who will undertake a consultation with statutory bodies and the public before deciding whether or not the document is ready to go for independent examination.

How should Haversham-cum-Little Linford evolve over the next ten years?
​
The Parish Council and Steering Group have been preparing a Neighbourhood Plan for quite a while. The aim is to protect the great things about the parish while delivering a small amount of appropriate housing development which the majority of parishioners have indicated they support. This should have the added bonus of offering protection against speculative development.
​
We have now reached the stage in the process where a Pre-submission Plan has been prepared for public consultation under the Neighbourhood Planning (General) Regulations 2012 (as amended). Below you will find the Pre-submission Plan and related maps, as well as several documents which form the evidence base for the Pre-Submission Plan. This is not the final Neighbourhood Plan - it is an opportunity for Parish residents and statutory consultees, such as Milton Keynes Council (MKC), to provide feedback. MKC will then hold a further consultation before Independent Examination and finally a Yes/No referendum of Parish residents.

We are really interested in the views of Parish residents as well as the Statutory Consultees who are also invited to respond. Please read the documents below and provide your feedback as laid out on page 3 of the Pre-Submission Plan. The closing date for the consultation is Friday 22 April 2022. MAIN EVENTS
​
Preparing a Neighbourhood Plan is a lengthy process that has been prolonged even further by the Covid-19 pandemic. The main events in the process so far are listed below, with the most recent at the top.

March 2022
​
Pre-Submission plan & all evidence based documents published on website inviting all parish residents & Statutory Consultees to respond with comments.
​
December 2021
​
Following final pieces of work and putting all the required documents together, at the December meeting of the Parish Council it was agreed to proceed to public consultation and publish all the relevant documents.
​
However due to a very last minute technical decision by MKC on 21st December, contrary to their previous advice, the HcLL Neighbourhood Plan cannot go forward for public consultation on 4 January 2022 as planned.
MKC have decided they need to undertake some additional work (a Strategic Environmental Assessment) prior to the consultation taking place.
​
Parish Council have no information on timescales or level of work involved but once further information is available it will be reported here.
​
December 2020
​
Due to the COVID pandemic the Parish Council was unable to hold the planned public consultation exercise on the draft Neighbourhood Plan . Instead we issued a Consultation document and questionnaire to every household in the Parish. Two yellow questionnaires were inserted with every copy of the document to allow each adult to respond by the end of December 2020.
​
The Questionnaire was designed to gather and evaluate residents; responses to the short list of 5 potential small-scale sites for housing development in the Parish. It also sought views on a range of policy options for the final Neighbourhood Plan.

April / May 2020
​
Steering Group meet (virtually) to further develop policy ideas to be included in the next Consultation and, if accepted, the draft Neighbourhood Plan.
​
January – March 2020
​
The Steering Group considered responses received from the call for sites.
There were 11 sites put forward by the landowners. Two sites were deemed illegible due to not meeting the required preferences for size, i.e. too big. With further details and clarification from landowners where needed, the remaining nine sites were scrutinised further and assessed against the criteria.
​
October / November 2019
​
A ‘call for sites’ letter was sent to all landowners adjoining the existing settlement areas of New Haversham and Old Haversham. They were asked if they had any interest in their land being put forward as a possible site for development in the Neighbourhood Plan
28 such sites were initially identified.
Criteria for acceptable sites based on the earlier resident consultations were prepared by the Steering Group with the consultant and included in the ‘call for sites’ letter. These criteria for the type of land required were:

Small in size

Would include predominantly affordable housing.

Will preserve the character of the village.

Will preserve local biodiversity.
-
Will not significantly worsen the existing traffic congestion.

Will deliver low energy, low water use, low carbon footprint.

July / August 2019
​
A Housing Needs Survey was designed by researching other similar questionnaires for similar villages, and with reference to O’Neill Homer, the Parish Council’s consultant. It was designed to gather responses to specific questions and collect parishioners’ comments, particularly on the possibility of a new small housing development in the Parish.

April / May 2019
​
Each task group continues their research and work to formulate their recommendations to report to the Steering Group for inclusion in the NP.
The Environment and Design group, accompanied by other local residents, carry out character appraisals of Old Haversham; New Haversham; Little Linford & Mill Road.

February 2019
​
Calls were made to parishioners to join the Neighbourhood Plan team to contribute to the development process with the Parish Council. Four Task Groups were set up, each with responsibility for gathering information in a particular area of community interest. Each task group had three or four members drawn from those who’d expressed interest.
At their first meetings, each group clarified their role and tasks:

June / July 2018
​
In June 2018, a Community Questionnaire was circulated to all homes in the parish as part of the process to develop our Neighbourhood Plan. The purpose of the questionnaire was to capture opinions of all residents, not just those who’d attended the March meeting. Responses were analysed and results published in August 2018.

March 2018
​
A community consultation meeting was held in the Social Centre on Wednesday 14 March 2018 for parishioners to hear about the plan and have their say. All parish residents were invited to attend via a leaflet distributed with the parish magazine. A slide presentation by the consultant, Neil Homer, explained the scope of a Neighbourhood Plan.
