RESPONDING TO THE CONSULTATION:
PARISH COUNCIL GUIDANCE

​The most important thing that we can all do is make our views known to the Government via the current consultation that closes at 11:59pm on 19 May.  Detail of the consultation can be found at www.gov.uk/government/consultations/new-towns-draft-programme

 

The Parish Council is currently preparing our own detailed response, but many of you have asked for some guidance on how to respond individually.

The best way to respond is via the online form that the Government has provided and which can be found via the above link.  You can also download the form as a pdf, fill it in and then email it to NewTownsConsultation@communities.gov.uk but be aware the pdf form limits the amount of text you can put into each question response.

  
An alternative approach is just to email your comments to the same email address, but we would recommend if possible that you complete the online form, as other than emailing the downloaded form, no mention is made of sending your own email response on the consultation page.

We would recommend that you do not just cut and paste what we provide but enhance it with your own views and thoughts.  Clearly, you do not have to use any of what we provide and how you respond is entirely up to you.  If you have any problems with using the templates please email newtown@havershamlittlelinfordpc.gov.uk and we will do our best to fix it asap.

 

Just to remind you the map below shows the proposed area of the MK North development of up to 21,500 houses, with the coloured area already under the control of the consortium of three developers.

SHOW YOUR SUPPORT

We have prepared a leaflet / poster that sets outs nine key reasons of objection to the proposed "New Town" in Haversham-cum-Little Linford and the surrounding area.

It would be great to see these in lots of front windows to show the strength of feeling. Click on the image to download a pdf.

UPDATE FROM PARISH COUNCIL (21 APRIL)

​At our meeting on 20 April, we agreed that we would submit a response strongly objecting to the inclusion of Milton Keynes North in the Government's New Towns Programme.  The proposal is for up to 21,500 houses in an area across the entire Parish, engulfing all three villages, as shown by the three coloured developer controlled land in the map below.

  
We discussed a number of concerns, including the destruction of our rural way of life and villages; the huge infrastructure costs required (e.g. J14a and a landmark bridge, supporting a new Mass Rapid Transport system); the proposal is not really a new town, but an urban expansion of MK; the removal of thousands of acres of greenfield land used for food production; the impact to ecology and biodiversity; plus many, many others.

 

We will update this page as we develop our response to share the objections we are making.
 

There will be a discussion of this threat to our Parish at the Annual Public Meeting on 6th May and we encourage residents to respond to the government's consultation.

NEW TOWNS DRAFT PROGRAMME CONSULTATION

On 23 March 2026, the Government launched a consultation on the potential new towns, including the one proposed in the north and east of Milton Keynes. The consultation closes at 11:59pm on 19 May 2026.

URBAN & CIVIC MK NORTH PROPOSAL

Urban & Civic, a large UK developer who either own or have options on a large amount of land in the Parish are promoting a scheme for expansion in the north of MK.

THE BROADER MK NORTH PROPOSAL 

As stated on the Urban & Civic page, the above site, which is under their control. has the potential for 8,000+ homes.  They also state that "Working with the adjacent landowner's, The Society of Merchant Venturers and Taylor Wimpey, U&C is developing ambitious plans to deliver between 15,000 – 21,500 new homes, a new J14a on the M1, a sustainable mass rapid transit line linking the site back to Central Milton Keynes that crosses over a new iconic landmark bridge."​​

NEW TOWNS TASKFORCE REPORT

On 28 September 2025 the New Towns Taskforce published its long awaited report.  The full report can be found at New Towns Taskforce Report

The taskforce was commissioned by the government in September 2024 to identify specific locations for new towns and to make recommendations on how they might be designed and delivered, with a particular focus on unlocking economic growth as well as making a significant contribution to meeting housing demand in England.

 

As you will see on page 52 to 54 of the report, Milton Keynes has been identified as a potential site of a ‘renewed town’ which could support the increased delivery of c.40,000 new homes across the city and expansions to the city periphery.  The map below is taken from the report.

Whilst a number of conversations are believed to be ongoing and MKCC are supporting this proposal, it is important to stress that no formal decisions or planning applications have yet been made.  However, knowing how much of the land in our Parish is either owned by or optioned to developers, we are very much keeping our eyes open for developments and will use this page to update you as and when we get further information.
